This is a galaxy 3 phone
In my wifi settings I have forgot all wifi signals
But when I walk around a city or drive in a car; I pass wifi
So the phone keeps searching for wifi but turning the wifi on
How can I turn off and keep off the wifi
I have unlimited internet from my cell phone company
(I understand there may actually be a limit: but I do not use my phone that often and do not watch videos)

There's a Wifi Setting in Android
Inform for Open Networks
So it will search Open Wifi without password
So ultimately it will switch Wifi ON
So look for some setting if there's any

Apart from my previous comment, you need to change a setting the location service of using the GPS in your device only and not to use WLAN for checking your current location.
How to customize GPS settings?
You can choose to turn on one or more positioning methods on this phone. To do so kindly follow the steps listed below:
Go to Apps through Home screen.
Scroll to Settings, then tap on it.
Tap Location services.
Now you will see four options available on the screen. They are:
Use wireless networks: choose this option if you want the phone determine your location by using Wi-Fi network and/or mobile network.
Use GPS satellites: choose this option is you want the phone determine your exact location by using GPS satellites. This methods requires a clear view of the sky to work well.
Use sensor aiding: choose this option if you want to use sensors to find your exact location more easily when you're in a weak GPS signal area, such as when indoors. This option will only available if you have enabled Use GPS satellites.
Location and Google search: choose this option to allow Google use your location information to get improved search result and other Google services.

Tap My connections tab.
If necessary slide the switch next to Wi-Fi option to the right to enable this option which will let you accessing the menu inside this option.
Tap Wi-Fi.
Tap the Menu key then select Advanced.
Uncheck the box next to Always allow scanning option.
Location services turned off
