Program that can monitor and report none traffic of a MAC address or HOST NAME of device.

I am looking for a program that can run on a network than can tell me (maybe email after certain amount of time) when a MAC Address of HOST NAME of a device has not passed any traffic on the network or communicated with the program for a set amount of time. Essentially being able to track when a device has been off for a certain amount of time and alert me.

Since you are asking for MAC address I guess you need to do it in local network. In the case if you use switches (not wireless) you can't gather data since only switch itself could gather all those data, but switches are not typically configured to give you that data, in fact in documentation that you can find you will be able to see that is one of the switch great security feature. If hosts are in the same LAN hosts communicate directly and you can't sniff traffic (at least not easy) you need to reconfigure switch to do so. So I am not sure that there is a software that directly target your needs.

The only thing that comes to my mind is  that periodical gathering information from interfaces and then compare amount of data packets that was previously transferred amount of data in or out from network interface itself (regardless of MAC address attached to it) will give result that you need (if delta is a smaller < X than alert). That data afterward could be cross referenced with table with host names (network port linked to host name). Software of that kind could have wider usage, so I guess most of network monitoring tools would be suitable (but I never used it in such manner, so I am really not sure).
