Semi-transparent PNG

I had this question after viewing Webpage Image Disappearing on Resize.

User would like top blue bar and menu bar to be semi-transparent so the slideshow behind is partially visible.  I've created a PNG-24 in Photoshop and saved for web with transparency. But I'm not getting any transparency. How do I adjust the image for transparency?

Does the image contain transparency? When you open the image in Photoshop and look at the layers palette, is there a layer called background? If so, the image does not contain transparency. Another key to whether the image contains transparency will be a visible checkerboard pattern showing through the image in Photoshop. Simply checking the transparency box in the save as menu options does not give the image transparency, it only retains the transparency that is already there.

Can you upload the image?
