Outlook clients cannot connect to exchange. Mobile devices connect without problems.

Outlook clients cannot connect to exchange. Mobile devices connect without problems.

Outlook 2010 clients and Outlook 2016 clients are not able to connect. I ran Microsoft's connection checking tool and received a MAPI error, access denied. I gave permissions as suggested in the tool but I still get the error below.

Any suggestions would be appreciated.

Testing the address book "Check Name" operation for user UID@company.com against server mail.company.com.
     An error occurred while attempting to resolve the name.

is the Exchange RPC service started? if so try restarting it and retest.

RPC is running, it does not give me the option to restart it but I have tried several reboots and that does not help.
