Should we delete MobileSync Backup from the PC

We have a user that uninstalled iCloud completely from the computer.

We are in the process of reinstalling and have it syncing and working again, but noticed that the folder "C:\Users\[username]\AppData\Roaming\Apple Computer\MobileSync\Backup" has over 30gb of data.  We assume that this is some sort of Backup for iPhone or iTunes, but should we deleted?

That folder is iCloud Backup? (Folder "C:\Users\[username]\AppData\Roaming\Apple Computer\MobileSync\Backup")

??
If you wish to continue using iCloud, you can move the folder to a non-Apple location and then set up iCloud again and make a fresh backup.

Please let us know this, is the folder in question used by iTunes or iCloud?
Try this folder (only for iCloud):   C:\Users\usename\AppData\Local\Apple Computer\iTunes
Try this folder C:\Users\username\AppData\Local\Apple Computer\iTunes  and adjust for iCloud / iTunes

that folder has 20mb.
