TFTP Server

Does anyone know what might be preventing me from using my tftp server application?

I disabled my firewall and uninstall any malware software that may have caused it (will re-install).    I checked for any other firewalls that may be blocking it.

I have both tftp32 and 64 and the tftp32 is giving me an error of Bind error 10013..An attempt was made to access in a way forbidden by its access permissions.

I can ping the tftp server just fine.  thanks!

Anti-virus
Windows Firewall
Windows Defender
Zone Alarm

Turn these all off.

Existing TFTP server/service already bound to this port.

TFTPd Settings:  disable all other services except the TFTP server that you're trying to run.  (Disable DHCP)
Try to run tftpd as administrator. Right click, run as administrator.

No, none seems to work. I made sure Windows Defender is turned off and uninstall any firewall applications I had.

I ran netstat -a -n -o and do see udp port 69 running and tried to disable all tftp application and services under Task Manager and udp/69 still looks like it is running.

-o shows owning PID. So when you kill the process with the same PID, the port is still in use?
What process is running on that port?

Just in case, task manager doesn't show PID by default. You have to add it manually by going to View, Select Columns and check mark next PID.
