Block user from attaching files to email

We have a new employee starting next week who will be working on a project with an algorithm that we have created. He will be taking this algorithm that we have created in excel and coding it into a program for us. We want to make sure that this data does not leave our network. I can block USB drives and block copy and paste. Is there anyway I can block him from just attaching this excel file into webmail and  emailing it to himself ?

DLP (data leak/loss protection) is offered in many forms but it's more geared toward credit card numbers or social security numbers. Encrypting or compressing the file would easily bypass any DLP measures you put in place. There isn't any way to block all web based email programs and definitely not a way to allow web based email but block attachments
I would suggest you create a transport rule for that specific user, check my screen shot attached with the parameters for the transport rule, this will only allow user to send mails internally with attachment and there will be no scope of sending mails to internet with attachment.

No one really answered the question. We ended up blocking the access to gmail and the word 'webmail' for his computer on our firewall. Not perfect.
