basically just because you are using the desktop as your work folder therefore temporary work files are save there the displayed on the screen.
regarding DESKTOP.INI, it is a just definition file ind plain text, giving OS the parameters to display or load customised content or format. if the file format could be developed today, if should be in XML format.
