Licensing Remote Desktop Server

I notice on a Remote Desktop server that is licensed for 5 users a license is now consumed by the administrators as well. I should be able to log in as an administrator just like a standard server with two sessions without it consuming a license. How can I handle this? I'm configuring another Remote Desktop server and like to know a proper way of doing this.

When you have a Remote Desktop Server with no license pack installed, you have 2 free admin sessions.

When you buy a 5 pack and add to the server you can now have 5 sessions, NOT 7.

You're right.  And Wrong.

The /admin connects to the console and doesn't require a license.  Using /admin KIND OF grants a 6th session and because it goes to the console, it doesn't use a license.

So then we would be able to have 2 admin sessions just like a regular server without Remote Desktop installed...correct?
