With Dell Laptop product key

It's come with win 8.1, didn't touch and it's win7 now, can I know whether it can still be clean install with windows 10 UEFI?

Sometimes the product key is also in BIOS to find. Check if you have there any.
Otherwise you can just install Windows 10 and it should pickup the key automatically. If not - only contacting Dell would help you.

What version of windows 7? Pro, Ultimate, Enterprise? OEM?

It'll show you how to check if the Windows 8 key is in your BIOS using a number of utils.  If the key is there it won't be removed by installing Windows 10.

Why do you need the key? Just make a backup image of your current system before you do a clean installation of Windows 10.

You don't really need the key. Windows 10 will automatically pull it out of the BIOS when it installs but I would get it anyway just to make sure it is there.

Thank you for reverting to me.

This laptop come with a package from my government for our our new software system. Those programmer have no idea what os it suppose to be and no knowledge, giving me a Windows 7 and said should be windows 8.1, but the laptop is very new but with Windows 7 installed. It's a enterprise type of order I guess.

what model is it?

If it is Windows 7 Enterprise edition, then it isn't eligible for the free upgrade to Windows 10 anyway and the key won't be of any help.

ah they come in all flavors - from w7 up to w10, so that does not help
