VNIC won't take static IP, Hyper-V
The short story is I had to rebuild a virtual server using only the vhd files. When the server came up, I assigned the IP address of the server to the NIC. This is the same IP the virtual server had before the rebuild.
When I assign the static IP, it won't take it. It comes up a 169 IP. It WILL pull an IP from DHCP and work just fine, but it won't take the static IP that I need it to take. We have several hundred iPads looking to that static IP.
Anyone seen this where the VNIC won't take the static IP?

Any chance that IP address is already assigned to another device ? I already have experienced the issue of a server reverting back to APIPA (169.254.x.y) when it found the same IP address already assigned to another device.

No. I checked and no such luck. It just won't take this one particular static IP. It will take any other static IP or dynamic IP it gets.
