Virtual Disk Service Error: The system's information about the object may not be up to date

Recently a server that I support needed to be rebooted. After the server was rebooted it was noticed that the F drive was missing. It's a Windows Server 2008 R2 server. The Disk is a LUN assigned from an EMC Storage system. I checked the EMC PowerPath Administrator console and it looks like that there are no errors and the disk is available.

The server was rebooted a number of times an the Disk 4 is showing up as Online in Disk Part however I'm unable to Initialize the Disk see the screenshots for details.
