Static IP not being saved

I have windows 8.1 Pro laptop (Lenono) and have an issue with configuring static IP address on it ether with LAN or wireless card. when I configure it to static IP it only works sometime but even when it works looking at TCP\IP properties it shows as DHCP is on looking at status it shows last 10-15 IP addresses (see attached) I have assigned or try to assign to that interface.  I have reloaded NIC drivers and also deleted and re-install NIC drivers still not help.  Does anyone have an idea what the issue is?

Navigate to HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Network and deleted the binary value called Config. Then reboot.

Why set the Static IP on the PC itself? In my point of view it makes much more sense to do that by creating a reservation on your DHCP server. You then have everything centrally organized on that server. You can then leave all your PC's at DHCP.

rindi: Yes you are right but this Laptop is used but service Tech and gets connected to many different networks during the day and DHCP all the time is not an option for in this case.
I am curious just because I like learning. Where in the question did I miss the fact that you were on a LAN with a DHCP server? Am I blind?
Practically every LAN I have seen uses a DHCP server. Many people just don't know that you can set reservations on the DHCP server, and that this is much simpler than having to configure every device separately that needs a static IP. Pointing out best practices like this always makes sense. Suggesting better options than what the Asker is asking about is often a lot better than just answering the Q.
Thanks Rindi but that didn't really answer my question if that is what you were referring to.

I'll give you my input on this instance. Artur is obviously very fluent in computer. I am sure he is familiar with reservations and would have used them if he wanted to. He very rapidly responded to you query on the subject. I for one tend to focus on the question.

His question wasn't "should I use DHCP, DHCP with Reservations or Static". His question was about using Static. I am sure there are cases where additional input is appreciated. I am also sure there are cases where it isn't appreciated. Not know which is which I test to stick with answering the question that was posed.
From quick observation looks like deleting this binary value called Config worked we are testing it more right now. but something interesting showed up when I set IP to static and in the status page everything looks ok now but looking back on TCP\IP properties page IP address shows totally different from what I set it to but again status page shows correct address.  

Sorry I may have not been clear this PC is in Domain and when in the officeit is set to DHCP but when on service calls we have a need to change IP address.
You are fine Artur. I really was just trying to see where you said it was a Domain computer because I totally missed it and I am trying to concentrate on the question. I thought I had overlooked a critical piece of information. I had not. Hope the fix works. Keep me posted.
I have (rarely) seen this and it boiled down to:

1) There was an IP conflict but the familiar IP conflict message NEVER appeared.  One could NOT get a static IP to "stick" in this case.  Resolving the conflict fixed the problem.

2) Same as #1.  Removing the conflicting computer did nothing....  There was *no* resolution until we not only removed the conflicting computer but deleted the NIC from the Device Manager on the target computer and rebooted.  This also puts the "new" NIC install in DHCP (i.e. automatic) mode so it has to be reconfigured to be static.
Hi There,.

After you followed the steps given by Mr. Lockdown, are you observing changes on the Ip address configured?
Have you tried another test laptop to isolate the cause?
I am not hearing any complains for the user (which is not necessarily a good thing) but like a said this laptop is out on the road working remotely about %75-%80 of the time so I am not sure if the issue is resolved, but I want to thank you all for your help.  Will keep you updated.
