Cannot send email to specific address or add it to contacts

We have a strange situation where one user is unable to send email to a specific email address and cannot add it as a contact either.

When entering the address in the To field and click send, the address disappears and outlook say something went wrong with sending.  Under contacts, if we try adding the email address to a new contact, after adding it to the email field and clicking on another field, the address gets removed and the email field is blank again.

I checked junks settings and the address is not on the block list.  We also ran repair on office and rebooted.  We also cleared the autocomplete cache as it is now disabled in GPO.  Also tried starting outlook in safe mode (all addins disabled).

The system is Windows 7 x64 and office 2013 standard x86.  It is connected to exchange 2013 but other users can send to this email address without issue so it is a mystery setting on this particular user's computer.  The user is able to send to other addresses and add other contacts without issue.  It is just this specific email address that is somehow blocked.

Any ideas?
