Remote monitoring and chatting software and webcam

Hi Experts,

I need some help and suggestions. I am helping a family to set a computer in a senior home. All they want is to check on their parents remotely and talk to them remotely without any intervention from there side.  So if using skype, it should automatically connect and we can see the person on the other end and we can talk to each other.

Please suggest best efficient way.  Let me know what best software and camera should do a good job.

Just buy and setup a d'link IP camera with two-way audio and you can chat with the senior any time you want and they do not need to enter any keys at all.

They can just walk in front of the IP camera to talk with the other party and they can listen from the built-in microphone of the IP camera.

The senior I am working for is disable. They want to see the other party on a screen. So probably will be using a monitor for sure. I was thinking about the IP camera but that is more like monitoring and we can to see each other while in conversation. Is there a software I can buy or free which will let me install a camera server and I can download an app to atleast monitor the senior from a phone (android or ios).

To help you better I need to understand the environment this elderly handicapped person is living in, a senior home.
Elderly homes with care usually have monitors and or internet TV already there.
Also care givers and nurses? on regular check ins that could assist with pressing a button or connecting a call for this elderly handicapped person.
 Is this person in a shared ward or a private room? palliative care?
As conferencing calls or remote video calls whatever you want to name it are not strictly allowed at  just any time of day/night since there are times when bathing eating activities are set to.
The advancements in technology is still ongoing but there is some available for doctors such as

I would suggest and recommend to you that you talk with the administrators of the facility and what options you can work with with them with you so that the elderly person and you can achieve the best outcome and benefits for all. Internet bandwidths can be a problem in hospitals/ Elderly Homes as with mobile phones.
