Decommission a Windows 2008 domain controller server.

I am trying to demote a Windows 2008 domain controller.  

When it comes to the point to remove the server object of itself from a neigbor DC, the operation failed because of the network credential.  

The message is "The operation failed because: the attempt at a remote directory server.......to remove directory server cn=dc,cn=server, cn=.....site..." access is denied.  

I have already entered a domain admin credential.

Please advise how to fix this.
