exchange 2010 active sync allow non-provisionable devices

In an exchange 2010 active sync policy, what are the security implications of checking the allow non-provisionable devices option? Does this mean that any device can essentially sync, whether it meets the other security rules or not?

So basically if you don't have a password configured, even though the policy requires one, you can still sync.
