iCloud storage almost full
I keep getting the message iCloud storage almost full. How do I get rid of this.

I noticed that there are 2 devices on the list of devices. The current iPhone I have and my old one that I don't use anymore. If I delete the old one will it give me back space on iCloud?
You should be able to disassociate your phone in iTunes or iCloud and once done, that should remove the usage.
I have these instructions from Apple
To remove a device or computer from your Apple ID:
1. Open iTunes.
2. Sign in to your Apple ID by choosing Store > Sign In from the iTunes menu.
3. Choose Store > View My Account from the iTunes menu.
4. From the Account Information screen, click Manage Devices.
5. Click the Remove button next to the device name you would like to un-associate.

Do I still need to delete it on iCloud or just go through the instructions you suggest for the device in iTunes?
I think (not certain however) that when you delete the device it will delete the cloud storage.
Remove device from iTunes will not delete the iCloud storage.
Logon with your Apple ID to www.icloud.com and you will see what are inside in your iCloud.
For most users, photos and videos occupied most storage spaces in iCloud.

I agree with John and Jackie that deleting the device from iTunes will not delete the iCloud storage.
Login.
At the top right click your name.
Click iCloud Settings.
This will show you what storage plan you have, files, photos, etc that are taking up the most space on your iPhone. As John stated, find email or photos that you can do without and that should alleviate the issue you're having and make that notification 'iCloud storage almost full' go away.
