How to reject spam mail with SenderID result:Neutral

Greetings experts,

I'm suffering from spam mails , the sender domain is change over and over so blocking sender domain is not useful.
I look into the spam mail and its "X-MS-Exchange-Organization-SenderIdResult" is "Neutral"
SCL is 4
X-MS-Exchange-Organization-Network-Message-Id: 7aed1dfd-074d-42f1-b458-08d39f37876b
X-MS-Exchange-Organization-PRD: rowenbridler.com
X-MS-Exchange-Organization-SenderIdResult: Neutral
Received-SPF: Neutral (SERVER2.mydomain: 171.232.96.3 is neither
permitted nor denied by domain of Green.219@rowenbridler.com)
X-MS-Exchange-Organization-SCL: 4
X-MS-Exchange-Organization-PCL: 2
X-MS-Exchange-Organization-Antispam-Report: DV:3.3.5705.600;SID:SenderIDStatus
 Neutral;OrigIP:171.232.96.3
X-MS-Exchange-Organization-AVStamp-Enterprise: 1.0
X-MS-Exchange-Organization-AuthSource: SERVER2.mydomain
X-MS-Exchange-Organization-AuthAs: Anonymous
X-MS-Exchange-Transport-EndToEndLatency: 00:00:12.7183085

I have two options:
1. Set Junk SCL from 6 to 4 , but I'm afraid it's too low.
2. I want to reject the mails with SenderIDResult:Neutral , but I don't know how , it only reject "Fail"

BTW,I think the SenderIDResult of the spam mail is "Fail" not "Neutral" ...
The spam mails are like:(with suspicious zip attachment file)

Paying for antispam service is a good solution but it's not my option.
I can only  rely on Exchange 2016 build in anti spam features.
I'm going to adjust anti spam rules and see.
Thanks for replying .
I wish you best of luck in controlling spam through Exchange rules... and I don't think it will be enough.

I would appreciate if you would post your success/failure in making this work properly.

Cheers.
