Its a Skype for Business error due to it calling a 64 bit DLL that doesn't exist.  Does Skype work?
If it does M$ says you can ignore the error.

I am having the same issue, Skype for business will splash and close. How do I fix this ?
I agree, its a M$ boo boo but how do we get Skype for Business to start. It crashes as soon as i double click and i have the same config as the OP. Please help i have tried all over, even Microsoft support weren't able to do anything.
