global setting usr setting local setting in maven setttings from eclipse windows preferences user settigg

I am having a lot of trouble parsing that sentence. Would you mind rephrasing the question?

i mean from eclipse g o to windows--->preferences-->maven-->user setting as attached.

why there are 3 different settings?
do we need to provide all 3 or one or two is enough. what is practical use of each of those setting?

I found the location of your maven  local repository can be changed by adding or modifying a localRepository element to  settings.xml file.

I found the place. Eclipse preferences and navigate to "Maven". On the preference
pages of Maven, there are possibilities to set the path to the global
and user settings.xml files.
