Excel .csv file - Need Save Dialog Box to provide "Save As" option from Salesforce.com & Internet Explorer 11 on Windows 10

I just bought a new laptop and previously I was able to have a "Save As" option when exporting a .csv file in Salesforce.com (Windows 7 on Internet Explorer 9) - See Windows7 image attached.

In my current setup I get a dialog box that only has "Open" or "Save File" (see Windows10 image attached).

May I ask why you switched from Internet Explorer to Firefox?
The dialogs and options are internal to the program so its not a fair comparison!
And, Ironically; not only is IE alive and well in Windows 10, it just this minute prompted me for what to do with a CSV file and below the Save option was Save As.
To get to IE in 10, click Start -> All Apps, scroll down to Windows Accessories, click it, then right-click on Internet Explorer and choose Pin to Start or More Options and Pin to Taskbar.
