Sharepoint 2013 System settings issue: Cannot access the “Manage services on server” link on the System Settings page.

I cannot access the “Manage services on server” link on the System Settings page.

I ran both IE and SharePoint 2013 Configuration Wizard as an administrator. The link will still not appear. Do I need to change some settings for my farm administration group?

I am using the following:

Sharepoint 2013 Service Pack 1

On Windows Server 2012 R2 Standard

Keep under security settings the farm administrator group and make sure the account you are using is a member of that group.

Did you use an install account, or just your user account?

I am using an install account. And that the users are in the farm administrator group.
