How Long Should I Wait For "Applying Computer Settings" on SBS 2011 (Server 2008 R2) stuck reboot

I tried to restart Exchange when it stopped communicating.
Then when that failed, I tried to reboot the server - from a remote location.
It got stuck in the reboot.
I came in from the remote location and found the screen says, Applying Computer Settings"
It has been saying that for about a half hour.
How long should I wait for it and how can I recover?

John, Thank you.
I waited almost two hours. Somehow the IPv6 choice in ncpa.cpl came unchecked. I'd sure like to disable IPv6 all together. The only reason it is on is so that the Server will do its job. SBS 2011 Microsoft seems to have designed it into the system. Otherwise, we don't use IPv6 on the network at all.
