Power Edge 2600 No POST/No boot
I have a Power Edge 2600 that will not POST/boot. When I power it on the fans rev up and all lights on front and motherboard are green. Drives show green also. I do not get any video or beeps but monitor power light stays blue as if server was on. This is a 2003 server.
I tried the following:
1) Different monitor
2) Re-seating memory and processors
3) Removing hot swap power supplies (alternated inserting and removing them) Get amber light on console when one power supply is removed, goes back to green when re-inserted.
4) Removing one of the boot drives (alternated inserting and removing them, they are hot swap RAID 1)
Any ideas are appreciated.

Did this just start happening?
Try pressing the F5 key repeatedly right after you start the computer to see if you can enter Safe Mode. If this is successful then check the frequency and adjust it. (normally either 50Hz or 60Hz)
If unable to enter Safe Mode try the same except pressing F8 (maybe F10 on Dell, I can't remember) to bring up the boot menu.
If still nothing on screen then I would lean towards it being the video card has possibly gone bad.

NVRAM, no difference
MB has all green lights and all drives go green, status indicator is green. I'm thinking it is video because monitor power light stays blue like it is connected to a working pc.

Did you check the settings for the monitor as I mentioned? I have seen people swap monitors that have a different screen refresh rate (50Hz vs. 60Hz) than the system is set at. This results in the same issue you are seeing. The only way to correct it is through Safe Mode.

I tried it with the monitor in the server rack and also a flat screen, both show as if server was up.
This machine does not beep or do anything, but if I remove a hot swap power supply, indicator light goes amber and back to green when reinserted so server is doing something.

Must be a bad motherboard or video port on motherboard.
In my point of view it is time to get rid of this ancient hardware and get something more modern. You'll have to replace the OS anyway too, as 2003 support ended almost an year ago.
