How to disable some shapes from being selected to make shape.COMMENTS. Visio 2013

I have a variety of rectangular shapes and containers, dropped by automation from stencils.
How do I prevent specific shapes being selected -  so shape.COMMENTS can only be made to a pre-ordained sub-set of shapes?

The following disables the creation of a specific shp.Comment:
 shp.CellsSRC(visSectionObject, visRowLock, visLockSelect).FormulaU = "1"
but, consequently, when shp is clicked (and not selected) a comment text box is raised to the document.comment.

Preferably by automation, is there a way of disabling the creation of document.comment?

Scott,
I now have a solution for controlling whether Visio Review Comments can be written:
- For the page,
- For a shape by selecting that shape followed by 'AddComment'
- For a shape by clicking the blue 'Comments' bubble that appears when a comment has been initated on either page or shape.

I dont see anything on this in the EE Article collection
Should I send it to you, or (??) submit it as an article?
