In my workflow, field is not updating when OOTB Approval Form equals approve

I have a custom list in SharePoint 2010. A client is able to run the OTB SharePoint 2010 approval manually. In my workflow when the approval has been made and the list approval field equals "Approved", another field is updated to change the phase it's at, however when "Approved" is updated in the Approved field the other fields do not update. Oddly, I see that if I edit the item again regardless of field then the workflow statement works which says "if the Approved field equals Approved then set "Phase" field to "Accomplished"
Is there any way to make this work? I just need the "phase" filed to change when the approval is approved.
Please note that this is a browser approval form,  otherwise I'd just modify it in SP Designer. I can't find a way to update a browser form - just for this particular list.
I have heard about tinkering something with the "_catalogs/wfpub" but that folder does not exist on their site and the method to get that back from what I heard requires powershelll and an uninstall and reinstall which the admin would never let me do.
