Google Cloud Print always leaves one job in queue

I have a printer (LaserJet Enterprise M551dn) that has been set up in Google Cloud Print.  Clients are able to submit print jobs, and the output is eventually printed.  The problem is that a job never gets printed until a new job is submitted.  I've let jobs sit in the queue for days, and they never print until the next job comes in.  And the "queued" job consistently gets printed just as soon as any other job is submitted,  How can I set the queue to always print immediately? I've deleted the printer and re-created it, same results.

Two basic questions?

1. How do you setup the network for this printer? Static internal IP address?

2. Have you updated firmware?

Static internal IP address, gets a NAT public address at the firewall.  I don't think networking is the issue, since the print jobs do go through, just not when I want them to.

I just confirmed that the printer has the latest HP firmware (v3.7.01)

Any other ideas?

Then, it is likely that the Google server has problems from time to time.

Can you logon to the Google CloudPrint console to see the print logs.

Yes, I can access the Cloud Print print jobs list.   The submitted jobs show with the correct status, but the most recently submitted one always shows a status of "Queued".   The job retry counter is incremented for a while, then eventually the job details show "Could not deliver print job to printer" even though the Printer status shows as "Online and ready to print".

The only thing that seems to force the job to print is to submit another print job.  Within seconds of submitting the new job, the old one prints, and now the latest one is stuck in "Queued" status.
