I suspect you have tried John's suggestion, which is why you get an error about the ini file. If I'm correct, try hacking the printer from the registry. Go to
HKEY_LOCAL_MACHINE > SYSTEM > CurrentControlSet > Control > Print > Environments > Windows NT x86 > Drivers > Version-3
Right-click the printer in the left pane and delete it. If you have a 64-bit system, also delete it from
HKEY_LOCAL_MACHINE > SYSTEM > CurrentControlSet > Control > Print > Environments > Windows x64 > Drivers > Version-3
Now stop and restart the spooler and reinstall the printer.
If this is a network printer (connected via a server), go to
HKEY_LOCAL_MACHINE > SYSTEM > CurrentControlSet > Control > Print> Providers > LanMan Print Services > Servers > Printers and to
HKEY_CURRENT_USER > Printers > Connections
and delete the printer from there
HKEY_LOCAL_MACHINE > SYSTEM > CurrentControlSet > Control > Print > Environments > Windows NT x86 > Drivers > Version-3

hi guys, same results. I tried both recommendations and i'm not getting anywhere.
There are a number of bits that go with that printer: Basic Software, Help, HP Update and I.R.I.S OCR that are in Programs and Features. Can you uninstall everything there?

there is nothing else installed except the HP Printer software.
Go to Programs and Features, locate the printer software, click on Repair and repair the software. That will require a restart so close all applications first

I had to reinstall windows
Thanks for the update and I was happy to assist.
If it installs but does not connect, go to Programs and Features, select the printer and run a Repair.
These two steps normally work. I have an HP 8610.
If using Windows 10, make sure you have the latest driver (OJ8620_198.exe)
