We have a cluster with virtual standard switch. We renewed our license to Ent plus. I want to install vDS for now without migrating anything to that  and few moths later migrate the vSS to vDS.
For now Can I install vDS and add the host without any down time? my worries is that incase ESxi host break from network when i add the host to vDS.
I am not going to add physical adaptors to vDS since i do not have any free.

Yes, you can add VDS to existing hosts with no downtime, just make sure when you create VDS, that you do not (obviously) move an existing uplink from a Standard Switch to VDS switch, because then you may experience downtime, if your VDS is not patched in correctly.

When you start creating DV switches, you can even leave the HOSTS, to be added later, so it depends on how you want to phase this in.

and when creating in the Wizard, if there are no uplinks available it will also state, so it depends on what configuration you want to apply.

But back to your original question,
For now Can I install vDS and add the host without any down time?

YES, most definately. As you have no ports, create the DV switchs, and add hosts later, when you have free uplink network ports.
