Overbooking Exchange 2013 resource

Hello.

We have just upgraded to exchange server 2013, and are learning how to use resources boxes.  We noticed that when a room is overbooked, outlook will tell you there's a conflict, but allow you to create the meeting anyway. Is there a way to not allow anybody to book a room during a time that has been already booked by somebody else?

There is a scheduling feature of resources (i.e. conference rooms) that you will want to enabled.  It's called "Allow conflicts"
You will need to configure the resource room mailbox to not allow conflicts

If you have permission for the resource you should be able to edit the permission in OWA.

Change room mailbox properties; Resource scheduling options
Allow conflicts – Allows the resource to be used by more than one person or event during the same time period.

You may also need to define: Accept or decline booking requests automatically
Which will allow the request to be automatically declined based on parameters (like the meeting is too long or conflicts with a previously scheduled meeting).   If you do not check this box, none of the settings below it will take effect.
