I do not have access to router. public wifi question

on my windows 10 computer
optimum cable wifi (cablewifi works with other United States cable logins)  hotspot stays continuously connected with 2 to 4 out of 5 connection bars

on my cell phone it is only one bar


on Google chrome , ie browser asks to authenticate me sometimes and then times out

I do
troubleshoot problems

problem detected
one or more network protocols are missing on this computer


try these repairs as administrator

On your phone, try moving it around. I don't think you can do much about your phone's reception. I assume it is OK in some places.

On your computer, go to Network and Sharing Center (Control Panel) and then Change Adapter settings. Select your Wi-Fi card, Properties and make sure "Link-Layer Topology Discovery Mapper I/O Driver" is enabled. If it becomes disabled, you get the "protocol missing" error above.
