Found this articel but relates to C2R and was not able to get the 2016 Office Deployment Tool to work:

Is it possible to customize the Pro Plus installer to exclude program installs like Access and Skype for Business?

You need to use the ODT as detailed here: https://technet.microsoft.com/en-us/library/dn745895.aspx

You've probably made some error in the XML file, a common mistake for example is not respecting the letter case.

How do I confirm what the exact name of the program should be listed as? For example:

Skype for Business
OneDrive for Business

<ExcludeApp ID="Skype for Business" /> or
<ExcludeApp ID="Skype" />
