Hey guys,

Is there any way to license Office 2016 for say 25 users without doing a volume key? I ask because we have copies of the retail version laying around that i'd like to use.

We are not interested in pro plus w/0365 btw.

No - Retail is not licensed for RDS.  Volume or Office 365 ONLY.

Any Microsoft Partner with an account with a distributor can resell Volume Licenses.  (I'm putting together a quote for a client now).  If you would rather support big bussiness, you can call Dell, HP, CDW - they can all provide quotes.

How is the licensing enforced? Say i get a key now for 10 users and we grow to 15 users, how does that work?

The only thing that is technologically enforced these days (as far as I know) is RDS users.  You must obtain copies of office as needed. simply make it a part of your account creation checklist - user created, user notified of password, user copy of office obtained, etc.

Rds was not enforced in 2008, maybe they've changed that in 2012?

So how does that work then if we grow...we buy more individual volume keys and install them on the server??

Once you have a Volume License Agreement in effect, you can order additional licenses at any time under it for up to 2 years.  You MUST purchase 5 licenses (not necessarily 5 of the same licenses) to open a VL account.  For example, I recently ordered a Windows Server license for a client but needed to get 5 total items, so I purchased for Identity Manager CALs for $10 each.  1 Server plus 4 identity manager = 5 items.
