Radius (NPS) setup on Window Server

During the 802.1x authentiction, client will start the authentication and RADIUS certificate will present to client. The client validates certficate and TLS Tunnel is created.

For the Window 2012 holding the Radius, does it already has the certificate installed (a self-signed certficate on window server) ? Hence, I can use it within installing CA or any 3rd certificate.

No, avoid self-signed certificates as they will be untrusted on user devices and may not allow access or you will have to ask users to install a and trust the certificate to allow access. which would be a nightmare for non-technical users. You a trusted public CA where possible.
