Google has withdrawn support for IE 9 in general.  You may have to use IE 11, Edge or Chrome.

Can you just set Chrome as the default browser?
The link I provided at the request of techp says "Microsoft Edge launched on Jul 29, 2015 as successor to Internet Explorer 11. As a result, we’ve discontinued support for Internet Explorer 10."
This suggests IE 9 has also been discontinued by Google.
The post including the above link and quote has also been award Good Comment by techp.
