Is there a way where I can create an action to prevent users from inserting different sim card from the mobile phone? or create a rule to allow particular IMEI to work on a Phone.

No

or create a rule to allow particular IMEI to work on a Phone.

Yes, if the phones are only iPhone.

You can set Device Binding attrib the restrict the device enrollment according to Serial/IMEI/UDID.

IMEI is a different comment with SIM.

IMEI is the identification of a mobile device with a SIM slot. So, if a device has two SIM slots (Dual SIM), it will have two IMEI numbers.

Yes we are already using xenmobile in our infrastructure. Just wanted if there is any work around.

There has a feature called "Dynamic Defense" which can detect change of SIM and send notification for the change.

But there are no feature which can restrict what SIM card to be used.
