Set Outlook 2010 to automatically download pictures for all emails

I need to change the settings within Outlook 2010 to automatically download all pictures for all incoming emails (including emails where the sender's domain name hasn't been trusted).

I know this is a security risk but that is how my customer would like Outlook configured.

I have already followed these steps below which should  unblock picture downloads for all emails but new emails that are received continue to have the pictured blocked and the pictures have to be manually downloaded.

What other steps do I need to follow so that Outlook 2010 will always automatically download all pictures within all emails?

The user's email client is Office 365.

1.Click the File tab.

2.Click Options.

3.Click Trust Center.

4.Under Microsoft Outlook Trust Center, click Trust Center Settings.

5.Clear the Don't download pictures automatically in HTML e-mail messages or RSS items check box.
