Server still up and running? Which version of Document Manager and/or Domino?

AFAIK there are no off-the-shelf solutions to export all attachments. It can be programmed. I suppose there are solutions on the market that can do what you want.

A similar question, that requires some development: https://www.experts-exchange.com/questions/23859393/How-to-export-attachments-in-bulk-from-a-Lotus-database.html

You need:
- a Notes client
- a Domino Designer client
- a developer who understands LotusScript (you?)
- the agent from the link above

Some additional development might be needed to handle file name duplicates
