I would like to know if there is an easy method to take the latest version of Java jre and convert it from the exe to an msi package that will install silently without having to purchase a 3rd party application or using freeware.

Maybe WIX (http://wixtoolset.org/) would do the trick. AFAIK Java installation is nothing more than just copying, setting environment variables and adding links to Start menu (not neccessary). WIX should be able to make all of these steps.
