We have a user that has local admin access, when he creates a new folder on his desktop it will not appear until he hits F5, and when he restarts the icons are all moved around and not saved.
Folder Redirection is in place - I can tell you the settings if need be
Eset Endpoint AV - latest version
UAC disabled

It was an issue with the disk and we reinstalled and now everything is fast - it also helped that I made changes to this folder redirection policy.
