Windows 10 Pro refresh issue

Windows 10 Pro -

We have a user that has local admin access, when he creates a new folder on his desktop it will not appear until he hits F5, and when he restarts the icons are all moved around and not saved.

Folder Redirection is in place - I can tell you the settings if need be
Eset Endpoint AV - latest version
UAC disabled

Can you run System File Checker SFC and DISM?

Start Command Prompt as an Admin.
Type the below command lines into it and hit Enter. Wait till each command finishes, because it will take a time.
 
sfc /scannow
DISM.exe /Online /Cleanup-image /Scanhealth
DISM.exe /Online /Cleanup-image /Restorehealth

It was an issue with the disk and we reinstalled and now everything is fast - it also helped that I made changes to this folder redirection policy.
