Looking for a GPO to set UAC Levels
Is there a GPO that will set the UAC Levels to the four levels you see when running the UAC IU?

I did. Two things. One.. it was time for a new question. Two.. that link didn't really answer the question about setting the levels and didn't really even go in to a GPO or discuss what needed to be set and where to set it.
The link is MS documentation about the GPOs that influence UAC. All UAC lever positions can be set that way. Take a test system and try. The path is computer config - Security Settings\Local Policies\Security Options
