Are you using the latest policy templates for Chrome from https://dl.google.com/dl/edgedl/chrome/policy/policy_templates.zip ?
I think you are also using Google Chrome Version 52.0.2743.82 ?

Did you enable RestrictSigninToPattern?

policy
If you only want test.com users to be able to sign in, then you should set this policy to *@test.com.
When you just have a *, that means let all users sign in. Or disable Restrict which users are allowed to sign in to Google Chrome under GPO's.
