You need to clarify how the VPN was established, e.g. a VPN from W10 to W7, or VPN connections from W10/W7 to the Linksys router?  What Linksys router is it? What kind of VPN is being used?

the vpn wouldn't make the files appear in windows automatically, normally a vpn would connect you to the same network as the remote machine but you'd still need to map the files or run to them manually.

try typing into file explorer

\\[IP address of the machine containing the files]\c$

don't include the square brackets though

you should now see the files on the c: drive of the remote PC

Agree with mapping by IP address.
Also make sure there is a subnet setting on each end (not just the Router or Gateway IP).
