outlook 2010 imap account slow in sending

had an imap account on outlook 2010 that shows the message sending message 1 of 1 for about 30 seconds even for just a line message email. had tried the following but still doesn't work
- recreate outlook profile
- https://portal.smartertools.com/kb/a2774/slow-send-and-receive-with-outlook-2010-and-imap.aspx
- repair pst file using scanpst.exe C:\Program Files\Microsoft Office\Office14\
- repair outlook
- tried the steps here http://blog.emailaddressmanager.com/outlook/outlook_slow_help.html

checked with email service provider.. ended up is the smtp port, suspected to have some blockage from isp... after changing the smtp port to another it works fine
