When in the native email client, I used to have a magnifying glass that I could place on text, but that seems to have disappeared.

I'm running iOS 9.3.3

Any ideas?

The cursor zoom feature is perhaps what you're referring to.  That is still there.  You move your finger to a point in the text and press and hold for a second and it will appear to allow you to accurately place the cursor.
You cannot turn that feature on and off and it is always enabled in iOS.
Since iOS 9 however Apple quietly introduced an alternative to the zoom where you tap with 2 fingers in the keyboard area, the on screen keyboard will grey out and moving the 2 fingers moves the cursor.
