Migrating Outlook Express mail and contacts to Windows 10 Mail

It there any way to migrate Outlook Express mail and contacts to Windows 10 Mail.

An hour spent doing google searches is not encouraging.

Win10 is on a new PC.  All that is left of the old one is the hard drive with the OE data files.

I remember having to load windows mail on the PC that recognizes outlook express and takes the mail from it.  Or Outlook (office product) would have to be installed and it would automatically pull the mail as well so you could convert it to pst.  Coming from outlook express is way way out of date and I had to use one of those two options to bump it up just to get it on windows 7.

As it turned out, the company that was supposed to have saved files from an old computer to a new one seems to have missed the Outlook Express messages, so there was nothing to import after all.
