Unblocking pictures for internal sender on Exchange 2013

Dear All.

We are using exchnage 2013, pictures are getting blocked from some of the known and internal sender in outlook,how do i set to unlock picture download automatically for all the users in my organization,i see the below but it has to be done one per user basis how do i do it for all users ? do i have to do it from exchange server side or use group policy to achieve this. i found this for doing on single user.

You can control these settings with Group Policy.

Depending on which version of Outlook you use download the appropriate ADM templates and then under: Administrative Templates -> Microsoft Outlook -> Security -> Automatic Picture Download Settings.
