I have see a few sites like this and wondering if there are graphic libraries out there that I can use to generate those effects on the web?

I am not sure you would want to do this using CSS/JS - rather create your own font library and load it using a <link>

This site offers a font library generation service. You upload your icons in SVG format and they create the library for you.

I am sure there are others out there you can search for.
