What's the easiest way to get mstsc to work without importing the self signed certificate to the trusted root certificate authority when using Remote Desktop gateway?

You can't. RD Gateway's certificate has to be valid, so if you use Self Signed, it has to be installed on client machines. You can deploy the certificate with AD, but beyond that there is no way to get RD Gateway to work with an untrusted certificate.
